Peran Protokol Dan Komunikasi Pimpinan (PROKOPIM) Sekretariat Daerah Dalam Menyusun Agenda Kepala Daerah Kota Tomohon

Abstract
Penelitian ini bertujuan untuk menganalisis peran Bagian Protokol dan Komunikasi Pimpinan (Prokopim) Sekretariat Daerah dalam menyusun agenda kegiatan Kepala Daerah Kota Tomohon. Menggunakan pendekatan kualitatif, data diperoleh melalui wawancara mendalam, observasi langsung, dan dokumentasi. Hasil penelitian menunjukkan bahwa Prokopim memiliki peran strategis dalam menjamin keteraturan dan efisiensi agenda kepala daerah melalui empat tahapan utama: penjadwalan kegiatan, koordinasi dan komunikasi, survei lokasi, serta pendampingan. Meskipun telah menjalankan tugasnya secara optimal, kendala seperti perubahan agenda mendadak dan keterbatasan sarana masih menjadi tantangan utama. Temuan ini menegaskan pentingnya koordinasi lintas-bagian serta inovasi digital dalam penyusunan agenda kepala daerah yang responsif dan adaptif terhadap dinamika pemerintahan.
